The Regulation for Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) was introduced on 1st June 2007. The purpose of the Regulation is to ensure a high level of protection of human health and the environment. This includes the promotion of alternative methods for assessment of hazards of substances, as well as the free circulation of substances on the internal market while enhancing competitiveness and innovation. The Regulation is based on the principle that it is for manufacturers, importers and downstream users to ensure that they manufacture, place on the market or use such substances that do not adversely affect human health or the environment.

REACH requires manufacturers and importers of chemical substances greater than or equal to 1 tonne/year to obtain information on the physicochemical, health and environmental properties of the substances and use it to determine how these substances can be used safely. Each manufacturer and importer must submit a registration dossier documenting the data and assessments to the Agency. Downstream users need to assure themselves that substances are registered for their particular use.

Manufacturers and importers must pre-register substances that are already on the EU market (phase-in substances), if they want to benefit from transitional arrangements that allow registering them at a later stage. Pre-registration also enables registrants to share data with other registrants and avoid carrying out unnecessary tests. The pre-registration period is limited from 1st June 2008 to 1st December 2008.
