The Team
Dr Julian Hought
Managing Director
Julian is the Managing Director at HFL Risk Services and has overall responsibility for strategic direction and development of the business.
As a chartered engineer with over 20 years' experience in the chemical industry, he has an enviable track record for management of engineering and regulatory compliance functions on high hazard manufacturing sites. Julian previously worked for ICI and Hickson and Welch before moving to the French owned chemical giant, Atofina.
Julian's experience includes process modelling and optimisation, management of major capital projects, asset integrity management, and management of health safety and environmental affairs. Since joining HFL in 2001, he has been able to draw on this experience to drive through significant change to develop a team of individuals and a range of services that set new standards in process safety management and loss prevention.
Caroline Stoker
Head of Regulatory Compliance
COMAH specialist Caroline has been with HFL Risk Services since 2001. During this time she has produced and project managed COMAH safety reports and related projects for over 50 top tier sites. She has specialist skills in the Predictive Aspects of COMAH, risk assessment and development of ALARP demonstrations to meet the requirements of the regulators (HSE & EA/SEPA). Her knowledge and experience has taken clients through COMAH from original submissions, to improvement plans and 5-year reviews. Prior to joining HFL Risk Services, Caroline worked as a Process Engineer and Validation Engineer within the chemical and pharmaceutical industries, notably for Fluor and Haden Freeman Limited.
Neil Croft
Head of Safety Engineering
Our Head of Safety Engineering, Neil, joined the team in 2006 bringing with him 14 years’ experience in operations and chemical engineering. His career reads like a ‘Who’s Who’ of the industry having held senior chemical engineering and production posts at companies such as Courtaulds, TENCEL, Croda Chemicals and Victrex.
Neil has managed numerous large projects and implemented significant improvement projects including commissioning of a £100m production expansion facility, and retro-fit projects focusing on environmental and efficiency improvements whilst at TENCEL in Alabama.
Neil is highly proficient in the execution of design reviews, covering best practice and the hierarchy of risk control measures for protection of people and the environment. His knowledge and experience extends to the design of both passive and active measures for risk reduction.
